MINUTES OF MONTHLY MEETING OF NORTHEASTERN WISCONSIN AREA LOCAL #2247
Date: Sunday January 28th, 2018
Place: The Labor Temple
President Kelly Heaney called the meeting to order at 1900 hours.
A quorum was declared with 18 members in attendance.
Kelly Heaney led the Pledge of Alliance and Steve Paradise led the invocation.
Jeremy Linberg, Lance Bouyear, and Robert Olson were sworn in as new officers.
The following officers were present:
President: Kelly Heaney, Vice President: Steve Paradise, Secretary/Treasurer: Robert Olson, Recording Secretary: Jenny Starry, Bay Breeze Editor: Kelsey Helf, Clerk Craft Director: Dave Kroll, Motor Vehicle Craft Director: Jeremy Linberg, and Maintenance Craft Director: Lance Bouyear.
Minutes of the November 2017 meeting were printed in the Bay Breeze. A motion was made by Steve Paradise and seconded by Donna Hansen to accept the minutes as printed. Motion passed unanimously.
The financial reports for November and December 2017 were read by Secretary/Treasurer Robert Olson.
REPORTS
Executive Committee: The e-board discussed the Secretary/Treasurer Convention, 4-State Convention, National Convention, and the State Convention. The e-board recommends to spend up to $5000 for the picnic on Sunday, August 5th at the New Zoo, to buy 10 tickets for the Labor Day picnic on Monday, September 1st and to buy 10 tickets for the legislative breakfast on Saturday, March 17th. Suggestions for a Christmas party and a non-member list were also discussed.
Labor/Management: The minutes are posted on the bulletin board. Management threatening the union, steward time, DBCS staffing, blocking power panels, and general disrespect towards PSE’s were all brought up by Kelly and management said they would all be addressed. The SCF manual area is ergonomically inefficient.
Grievance: Grievances are still being filed on mail handlers doing clerk work. Tell a supervisor you want to see a union steward if you see this being done or write it down.
Automation: DBCS 6 is being removed. DBCS 1 is being moved behind 8.
Legislative: Steve Paradise gave the Legislative report. He talked about an article in the APWU magazine. The Legislative priorities are the Postal Reform Act, the Postal Service Financial Improvement Act, Medicare For All, and the Vote by Mail Act. We need the Democrats to take back the House. Everyone should be out voting. A new bill called The Page Act strips union representation protection for all new Postal and Federal employees. You can no longer take off work for Political Action.
OWCP: Inactivity for 6 months and your case will be closed and has to be opened back up.

A motion was made by Dave Kroll and seconded by Nick Ratajczak to send up to 4 people to the 4-State Convention in La Crosse, WI on March 2nd and 3rd to include lost time, per diem, transportation, registration, and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Nick Ratajczak to send Robert Olson to the Secretary/Treasurer Convention in New Orleans, LA on April 7th to 10th to include lost time, per diem, transportation, registration, and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Jeremy Linberg to send the 7 elected members to the State Convention in Oshkosh, WI on April 26th to 28th to include lost time, per diem, transportation, and registration. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Nick Ratajczak to send the 4 elected members to the National Convention in Pittsburgh, PA on August 18th to 23rd to include lost time, per diem, transportation, registration, and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Nick Ratajczak to spend up to $5000 for the Union Picnic on Sunday August 5th at the New Zoo. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Steve Paradise to purchase 10 tickets for the Legislative Breakfast on Saturday, March 17th at the Labor Temple. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Nick Ratajczak to purchase 10 tickets for the Labor Day Picnic on Monday, September 3rd at Bay Beach. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Nick Ratajczak to spend up to $2000 for a Christmas Party. The type of party is subject to discussion to include a water park or bowling.
A motion was made by Lucy Hauser and seconded by Nick Ratajczak to table this motion. Motion passed unanimously.
A motion was made by Steve Paradise and seconded by Deb Nehmer to purchase a $100 gift certificate for the Election Chairperson Art Ciesielczyk and a $50 gift certificate each for Pete Knutson and Tim Alberts for helping with the election. Motion passed unanimously.
A motion was made by Lucy Hauser and seconded by Kelsey Helf to pay Barb Bartkowiak $100 to update the NEWAL APWU website. Motion passed unanimously.
A motion was made by Jeremy Linberg and seconded by Lucy Hauser to have the next meeting on Sunday, February 25th at 7pm at The Labor Temple. Motion passed unanimously.

A motion was made by Dave Kroll and seconded by Jeremy Linberg to adjourn the meeting. Motion passed unanimously. NEWAL meeting adjourned.
The $10 door prize was won by Lucy Hauser.
