MINUTES OF MONTHLY MEETING OF NORTHEASTERN WISCONSIN AREA LOCAL #2247
Date: Tuesday, January 29th, 2019
Place: Denny’s
President Kelly Heaney called the meeting to order at 1100 hours.
A quorum was declared with 10 members in attendance.
Kelly Heaney led the Pledge of Allegiance and Steve Paradise gave the Invocation.
The following officers were present:
President Kelly Heaney, Vice President Steve Paradise, Secretary/Treasurer Robert Olson, Recording Secretary Jenny Starry, Bay Breeze Editor Kelsey Helf, and Clerk Craft Director Dave Kroll, Maintenance Craft Director Lance Bouyear and Motor Vehicle Craft Director Jeremy Linberg were excused.
Minutes of the November 2018 meeting were printed in the Bay Breeze.
A motion was made by Steve Paradise and seconded by Dave Kroll to accept the minutes. Motion passed unanimously.
The financial report for 2018 was read by Secretary/Treasurer Robert Olson.
REPORTS
Executive Committee: The e-board recommends to send up to 8 to the Spring Seminar in Wausau on May 9th-10th, to send up to 4 to The Akey Seminar at Mall of America on August 23rd-24th, to purchase 5 tickets at $10 each to the Legislative Breakfast on March 16th at The Labor Temple, to send Kelly to The National Presidents Conference on June 28th-July 1st in San Antonio, to send up to 3 to the All Craft Conference on Oct 25th-31st in Las Vegas, to send 1 to Secretary/Treasurer training on March 9th-11th in New Orleans, to send 1 to the Health Plan Open Season Seminar on Oct 26th-29th in Portland, to spend up to $5000 on the picnic on the 1st Sunday in August at the NEW Zoo, and to spend up to $1000 on a new laptop for Kelly.
Labor/Management: Steve Paradise read the minutes from the labor/management meeting. They will be posted on the board.

Automation:
Safety/Health: The ouch book no longer exists. If you get hurt, you must file an accident report. After 2 accidents, you will be put in the CARE program.
Legislative: Steve Paradise gave the Legislative report. The Legislative Breakfast is on March 16th at 8:15 at the Labor Temple. Tony Vanderbloemen is no longer President of the Labor Council. The following bills were re-introduced since we have a new Congress; HR 60, that the USPS should take all appropriate measures to restore service standards, HR 33 and HR 23, to prevent privatization and preserve door delivery, and HR 54, to preserve 6-day delivery.
OWCP:
Constitution: Steve Paradise presented a change to the constitution pertaining to election candidates’ letters. This will be posted on the board, at all the stations and AO’s, and on the NEWAL website and will be voted on at the next meeting.
A motion was made by Steve Paradise and seconded by Deb Nehmer to post this constitution change pertaining to election candidates’ letters. Motion passed unanimously.
Other proposed constitution changes will be posted on the website for review.

Communications: We received thank you letters from the NEW Community Shelter, and The Salvation Army for our donations we gave them.

NEW BUSINESS
A motion was made by Dave Kroll and seconded by Steve Paradise to send Art Ciesielczyk to Secretary/Treasurer training on March 9th-11th in New Orleans, LA to include lost time, per diem, transportation, registration and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Steve Paradise to purchase 5 tickets at $10 each for the Legislative Breakfast on Saturday, March 16th at the Labor Temple. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Art Ciesielczyk to send up to 8 members to the Spring Seminar on May 9th-10th at Stoney Creek Lodge in Wausau to include lost time, per diem, transportation, registration and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Matt Vadala to spend up to $5000 on the picnic to be held at the Reforestation Camp/NEW Zoo on the 1st Sunday in August. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Art Ciesielczyk to send the Health Plan Representative to the Health Plan Open Season Seminar on October 26th-29th in Portland, OR to include lost time, per diem, transportation, registration and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Kelsey Helf to send the President to the National Presidents Conference on June 28th-July 1st in San Antonio, TX to include lost time, per diem, transportation, registration and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Steve Paradise to send up to 3 members to the All Craft Conference on October 25th-31st on Las Vegas, NV to include lost time per diem, transportation, registration and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Steve Paradise to spend up to $1000 on a laptop for the President. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Matt Vadala to send up to 4 members to the Akey Seminar on August 23rd-24th at the Mall of America in Bloomington, MN to include lost time, per diem, transportation, registration and lodging. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Art Ciesielczyk to send the Editor to the PPA Conference on August 1st-3rd in Altoona, IA to include lost time, per diem, transportation, registration and lodging. Motion passed unanimously.
A motion was made by Steve Paradise and seconded by Dave Kroll that any changes made to the constitution don’t take effect until after the next election. Motion passed unanimously.
A motion was made by Steve Paradise and seconded by Deb Nehmer to have the next meeting on Sunday, February 24th at 7pm at Denny’s. Motion passed unanimously.
OTHER BUSINESS
We still don’t have a new contract.

A motion was made by Dave Kroll and seconded by Deb Nehmer to adjourn the meeting. Motion passed unanimously. NEWAL meeting adjourned.
The $10 door prize was won by Deb Nehmer.
