MINUTES OF MONTHLY MEETING OF NORTHEASTERN WISCONSIN AREA LOCAL #2247
Date: Sunday, July 28th, 2019
Place: Denny’s
President Kelly Heaney called the meeting to order at 1900 hours.
A quorum was declared with 15 members in attendance.
Kelly Heaney led the Pledge of Allegiance and Steve Paradise gave the Invocation.
The following officers were present:
President Kelly Heaney, Vice President Steve Paradise, Secretary/Treasurer Robert Olson, Recording Secretary Jenny Starry, Bay Breeze Editor Kelsey Helf, Clerk Craft Director Dave Kroll, and Maintenance Craft Director Lance Bouyear. Motor Vehicle Craft Director Jeremy Linberg was absent.
Minutes of the June 2019 meeting were printed in the Bay Breeze.
A motion was made by Steve Paradise and seconded by Dave Kroll to accept the minutes. Motion passed unanimously.
The financial report for May 2019 was read by Secretary/Treasurer Robert Olson.
REPORTS
Executive Committee: The e-board discussed the food for the union picnic, who is going to the Akey Conference in August and the All Craft Conference in October and the announcement for the nominations in September.
Labor/Management: A preview of the new job postings, revised schedules, and level 7 jobs were discussed.
A motion was made by Steve Paradise and seconded by Robert Olson to suspend the order of business to order food. Motion passed unanimously.
A motion was made by Jean Wald and seconded by Lance Bouyear to resume the order of business. Motion passed unanimously.
Grievance: RI-399, Line H, and overtime grievances are being filed. Write statements and give them to your stewards if you see contract violations.
Automation: Printing one label at a time was discussed.
Safety/Health: Cross contamination by using the same rag 16 times and not using disinfectants where people eat were discussed.
Legislative: Steve Paradise gave the Legislative Report. Call your representative in Congress and ask them to support and co-sponsor H.R. 2382, the USPS Fairness Act. This bill repeals the prefunding mandate for retiree health benefits. Also H.R. 2478, Federal Retirement Fairness Act. This bill allows former casuals and PSE’s to buy back those years to add to their retirement service years record. The TSP Modernization Act, which was passed two years ago allows federal and postal employees who are age 59 ½ and over to withdraw funds from their TSP account for personal use without penalty and repayment while they are still working for the federal and postal agencies. The new forms will be ready online on September 15, 2019. If you are nearing retirement you are encouraged to join NARFE.

UNFINISHED BUSINESS
The Constitution Committee made a motion to accept an addition to the constitution concerning the travel and funeral policies that was sent back to the committee at the last meeting. See attached. Motion passed unanimously.
The Constitution Committee made a motion to post a change to the constitution concerning the duties of officers that was sent back to the committee at the last meeting. This will be posted on the board, at all AO’s, and on the NEWAL website. See attached. Motion passed unanimously.
NEW BUSINESS
The Constitution Committee made a motion to post the following change to the constitution concerning the duties of the editor. This will be posted on the board, at all AO’s, and on the NEWAL website. See attached. Motion passed unanimously.
A motion was made by Steve Paradise and seconded by Jean Wald to suspend the August meeting. Motion passed unanimously.
OTHER BUSINESS
NEXT MEETING
A motion was made by Kelsey Helf and seconded by Art Ciesielczyk to have the next meeting on Sunday, September 8th at 6:30 pm at Denny’s. Motion passed unanimously.
ADJOURNMENT
A motion was made by Art Ciesielczyk and seconded by Sue Pranke to adjourn the meeting. Motion passed unanimously. NEWAL meeting adjourned at 2045 hours.
The $10 door prize was won by Lance Bouyear.
