MINUTES OF MONTHLY MEETING OF NORTHEASTERN WISCONSIN AREA LOCAL #2247
Date: Thursday, March 30th, 2017
Place: Burkel’s Bar & Grill
President Kelly Heaney called the meeting to order at 1900 hours.
A quorum was declared with 13 members in attendance.
Kelly Heaney led the Pledge of Alliance and the invocation.
The following officers were present:
President: Kelly Heaney, Motor Vehicle Craft Director: Tim Alberts, Clerk Craft Director: Dave Kroll, Recording Secretary: Jenny Starry, Secretary/Treasurer: Bryce Thomas, Bay Breeze Editor:Kelsey Helf. Vice President: Steve Paradise was excused and Maintenance Craft Director:Dave Villwock was absent.
Minutes of the February 2017 meeting were printed in the Bay Breeze. A motion was made by Gloria Shermo and seconded by Tim Alberts to accept the minutes as printed in the Bay Breeze. Motion passed unanimously.
The financial report for February 2017 was read by Bryce Thomas.
REPORTS
Executive Committee: The e-board recommendations:
To send up to 6 stewards to new steward training in Milwaukee on May 9th .
To send Lia Mahibar to the All Craft Conference in Las Vegas on October 2nd -5th.
Adding steward pay to the standing resolutions.
To send Kelsey Helf to the Editor’s Conference in DesMoines, Iowa on Aug 2nd -5th.
To talk about new members, grievances, and reposting.
Labor/Management: Meeting minutes are being taken down or moved. They will be put under glass. They’re trying to come to an agreement on people who are on the ODL turning down overtime.
Grievance: A person bid a PDA manual job and section automation. This was grieved and should have been re-posted to be PDA manual and section outgoing, non scheme. Management changed it in the grievance to PDA automation and section automation. This went to impasse at Step 3. The parties agree, there is no evidence in the case file to demonstrate that a senior employee was harmed. So now this person’s job was taken away and reposted.
An improper mandation grievance was filed for 2 PSE’s working under the same finance number. Don Erdman is changing his mind and saying they just can’t be hired under the same finance number.
Scheme:
Automation: 2 stackers are being added to each dioss. They’re talking about getting rid of another DBCS. More jobs are being posted on Tour 1. The service standards didn’t change yet, but 40% of the committed mail has to get into the DPS.
Safety/Health: Be careful when moving the H-dumps (flat-prep lifts). Make sure they’re not plugged in.
Legislative: The H. R. 756 bill has been sent to the House.

Lucy gave an update on the audit. The audit committee has to meet one more time in April. A report will be given at the next meeting.
A motion was made by Dave Kroll and seconded by Tim Alberts to send Kelsey Helf to the Editor Conference in Des Moines, Iowa on August 2nd -5th , 2017 to include lost time, per diem, parking, transportation, registration, lodging and mileage. Motion passed unanimously.
A motion was made by Kelsey Helf and seconded by Bryce Thomas to add to the standing resolutions: Where as stewards are a great asset to the success of any union, and they receive no monetary award for doing the dirty work of the union, I hereby propose that Chief Stewards for all tours and all crafts get paid $50 in addition to meeting pay, if thet attend a union meeting for each month the union meeting is held. This includes current Craft Directors who may be Chief Stewards for their respective crafts. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Gloria Shermo to send Lia Mahibar to All-Craft Conference in Las Vegas on October 2nd -4th, 2017 to include lost time, per diem, parking, transportation, registration, lodging and mileage. Motion passed unanimously.
A motion was made by Dave Kroll and sconded by Tim Alberts to send up to 6 new stewards to Beginning Steward Training in Milwaukee on May 9th from 10am to 1pm to include lost time, parking, and mileage. Motion passed unanimously.
A motion was made by Kelsey Helf and seconded by Tim Alberts to have the next meeting on Sunday April 23rd , 2017 at 5pm at Burkel’s. Motion passed unanimously.
OTHER BUSINESS
ADJOURNMENT A motion was made by Terry Wentworth and seconded by Tim Alberts to adjourn the meeting. Motion passed unanimously. NEWAL meeting adjourned.
