MINUTES OF MONTHLY MEETING OF NORTHEASTERN WISCONSIN AREA LOCAL #2247
Date: Thursday, March 21st, 2019
Place: Denny’s
President Kelly Heaney called the meeting to order at 1100 hours.
A quorum was declared with 17 members in attendance.
Kelly Heaney led the Pledge of Allegiance and Steve Paradise gave the Invocation.
The following officers were present:
President Kelly Heaney, Vice President Steve Paradise, Secretary/Treasurer Robert Olson, Recording Secretary Jenny Starry, Motor Vehicle Craft Director Jeremy Linberg, and Maintenance Craft Director Lance Bouyear. Bay Breeze Editor Kelsey Helf and Clerk Craft Director Dave Kroll were excused.
Minutes of the February 2019 were printed in the Bay Breeze.
A motion was made by Steve Paradise and seconded by Nick Ratajczyk to accept the minutes. Motion passed unanimously.
The financial report for February 2019 was read by Secretary/Treasurer Robert Olson.
REPORTS
Executive Committee: The e-board discussed the reversion of two jobs and who to send to the Spring Convention in Wausau.
A motion was made by Steve Paradise and seconded by Nick Ratajczyk to suspend the order of business to order food. Motion passed unanimously.
A motion was made by Steve Paradise and seconded by Jeremy Linberg to resume the order of business. Motion passed unanimously.
Labor/Management: The minutes are posted on the board. Steward time, RI-399, the parking lot among other things were discussed at the district labor management meeting. PSE’s on the window, PSE’s can’t do registers and denial of information were discussed at the local meeting.
Grievance: Denial of steward time and displacement grievances were filed. A grievance was filed for supervisors doing clerk work during election time. PSE’s not working holidays and several maintenance grievances were filed.

Safety/Health:
Legislative: Steve Paradise gave the Legislative report. President Trump proposed his new budget which would save $98 billion over the next decade. The changes include lower pay and benefits, raising prices for mail, reducing delivery frequency, outsourcing some mail processing and access to mail boxes, requiring federal employees to contribute more toward their pensions and health insurance, a new retirement program and consolidating federal workers’ annual and sick leave into one pool. Steve recommended voting in the state election on April 2nd for Eric Genrich for Mayor Lisa Neubauer for the Supreme Court.
OWCP:
Constitution: The Constitution committee presented four changes to the constitution. These will be posted on the board, at all the stations and AO’s, and on the NEWAL website and will be voted on at the next meeting. The members at the meeting voted unanimously to approve posting these changes.

Communications: We received thank you cards from Tom Johnson’s wife, Steve Kugel’s family and Sue Pranke.
UNFINISHED BUSINESS
A motion was made by Steve Paradise to accept the three changes to the constitution from the Constitution Committee that were proposed at the February 2019 meeting. Motion passed unanimously. See attached.

Kelly sent letters to 51 non-members to encourage them to join the union. We still don’t have a new contract. If you witness a contract violation, write it down. Who, what, where and when.
NEXT MEETING
A motion was made by Steve Paradise and seconded by Nick Ratajczyk to have the next meeting on Wednesday, April 24th at 11am at Denny’s. Motion passed unanimously.
ADJOURNMENT
A motion was made by Christine Bouyear and seconded by Nick Ratajczyk to adjourn the meeting. Motion passed unanimously. NEWAL meeting adjourned.
The $10 door prize was won by Art Ciesielczyk.
