MINUTES OF MONTHLY MEETING OF NORTHEASTERN WISCONSIN AREA LOCAL #2247

 

Date:  Sunday, October 13th, 2019

Place:  Denny’s

President Kelly Heaney called the meeting to order at 1850 hours.

A quorum was declared with 11 members in attendance.  

Kelly Heaney led the Pledge of Allegiance and Kelsey Helf gave the Invocation.  

The following officers were present: 

President Kelly Heaney, Vice President Steve Paradise, Secretary/Treasurer Robert Olson, Recording Secretary Jenny Starry, Bay Breeze Editor Kelsey Helf, and Clerk Craft Director Dave Kroll.  Motor Vehicle Craft Director Jeremy Linberg was excused, and Maintenance Craft Director Lance Bouyear was absent.   

Minutes of the September 2019 meeting were printed in the Bay Breeze.   

 A motion was made by Steve Paradise and seconded by Albert Shamah to accept the minutes.  Motion passed unanimously.    

The financial report for August 2019 was read by Secretary/Treasurer Robert Olson.

REPORTS 

Executive Committee:   The e-board discussed sending Kelly to the National Presidents conference in Las Vegas, another constitution amendment and the phone service in the union office.  

 Labor/Management:   Operation numbers for clerks and mail handlers, recycling paper, separate lists for before, after, off-day and penalty overtime, and the ratio of transfers to pse promotions were all discussed.

A motion was made by Steve Paradise and seconded by Dave Kroll to suspend the order of business to order food.  Motion passed unanimously.  

A motion was made by Art Ciesielczyk and seconded by Dave Kroll to resume the order of business.  Motion passed unanimously.  

Grievance:   The parts clerk job in the VMF should be posted.  Step 3’s are going out for RI-399, improper job postings to have principal duty assignments on all the jobs, and for BEM’s.  There was a $15,000 payout to Cofrin custodians. The plant was measured so a grievance will be filed for custodians in the plant.  Holiday grievances were filed.   

Automation:  

Safety/Health:  If you get hurt off the job and miss work, file a claim with ABA.  We are the number one plant in our district for having the fewest employee accidents.  They are looking for employees to be safety captains and/or committee members. CTC cleaning and the use of Clorox wipes was discussed.  

Legislative:  Steve Paradise gave the Legislative Report.  Members who want to know about the postal legislation should subscribe to NARFE, National Active and Retired Federal Employees.   They offer free retirement seminars for you to attend or watch on-line if you’re a member.  

OWCP:  If you get hurt at work, report it immediately.  Don’t ever say it happened at work if it didn’t. You have 3 years after you retire to file a CA2.  This is for a gradual injury.  

Constitution:   One constitution change concerning the Secretary/Treasurer will be presented in new business.   

New Members:   Joshua Fry and Sabrina Tebo

Lost Members:  

Communications:   The employee share for the APWU Health Plans is going down for next year.  For all the other plans, the employee share will increase.  

UNFINISHED BUSINESS    

NEW BUSINESS  

The Constitution Committee made a motion to post a change to the constitution concerning the Finance Committee and the Secretary/Treasurer.  This will be posted on the board, at all the AO’s and on the NEWAL website. See attached. Motion passed unanimously.  

A motion was made by Kelsey Helf and seconded by Dave Kroll to send Kelly to the NPC in Las Vegas on October 26th-27th to include lost time, per diem, transportation, registration and lodging.  Motion passed unanimously.

A motion was made by Dave Kroll and seconded by Albert Shamah to purchase 20 $10 gift cards for Festival Foods to be given away at the November meeting.  Motion passed unanimously.  

OTHER BUSINESS 

If management tells you you’re not working fast enough just tell them you are working as safely and efficiently as possible.

NEXT MEETING

A motion was made by Dave Kroll and seconded by Steve Paradise to have the next meeting on Sunday, November 17th at 2 pm at Denny’s.  Motion passed unanimously.

ADJOURNMENT 

A motion was made by Dave Kroll and seconded by Brenda Ellenson to adjourn the meeting.  Motion passed unanimously. NEWAL meeting adjourned at 1960 hours.   

The $10 door prize was won by Art Ciesielczyk.
