MINUTES OF MONTHLY MEETING OF NORTHEASTERN WISCONSIN AREA LOCAL #2247
Date: Wednesday, September 23rd, 2020
Place: Gallagher’s
President Kelly Heaney called the meeting to order at 1900 hours.
A quorum was declared with 14 members in attendance.
Kelly Heaney led the Pledge of Allegiance and Steve Paradise gave the Invocation.
The following officers were present:
President Kelly Heaney, Vice President Dave Kroll, Secretary/Treasurer Art Ciesielczyk, Recording Secretary Jenny Starry, Bay Breeze Editor Kelsey Helf, Clerk Craft Director Steve Paradise, and Maintenance Craft Director Pete Knutson. Motor Vehicle Craft Director Jeremy Linberg was excused.
Minutes of the August 2020 meeting were printed in the Bay Breeze.
A motion was made by Dave Kroll and seconded by Kelsey Helf to accept the minutes. Motion passed unanimously.
The financial report for August 2020 was read by Secretary/Treasurer Art Ciesielczyk.
Executive Committee: The e-board discussed the mask debate, a misplaced scholarship application, making a motion for a third scholarship, paying the audit committee $100 each, and organizing the storage unit.
Labor/Management: Items discussed were SOP on training, no communication with moving machines, schedule changes, staffing in parcel sorting in the back, the hatch act, the administrative assistant’s duties, semi-drivers turning around by the VMF, postal vehicles in the parking lot, and the around dispatch redesign.
Grievance: Grievances were filed for supervisors working in the back. If they don’t give you 1-hour notice to stay overtime, you still have to stay, then file a grievance. For off day overtime, you have to start on your tour or you can file a grievance.
Safety/Health: There have been a lot of injuries recently. Work safe. If you get hurt, report it and have a witness if possible.
Legislative: Steve Paradise gave the legislative report. He talked about the postal worker panel discussion on zoom on September 24th at 1pm. Register at APWU.org.

NEW BUSINESS
A motion was made by Art Ciesielczyk and seconded by Pete Knutson to give $100 gift card each to Sue Pranke and Chris Opolka for doing the audit. Motion passed unanimously.
A motion was made by Art Ciesielczyk and seconded by Dave Kroll to give a 3rd one-time $500 Tony Van Scholarship to Alec Gebelein, son of Mike Gebelein because his application was misplaced. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Christine Bouyear to add to the Standing Book of Resolutions that Officers and Chief Stewards be compensated for round trip miles in excess of 20 miles at the current GSA rate from their home to the meeting site, when the meeting is held outside the Officers or Stewards normal work hours. Motion passed with 13 yay’s and 1 nay.
A motion was made by Dave Kroll and seconded by Steve Paradise to add to the Standing Book of Resolutions that Chief Stewards receive meeting pay for Union meetings held during their work hours if postal management will not release them to attend the meeting. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Art Ciesielczyk to add to the Standing Book of resolutions that the Election Committee Chairperson shall be compensated for 25 hours at the Level 7, Step O rate. Furthermore, the additional 2 Election Committee members will be compensated for 5 hours at the Level 6, Step O rate. Every attempt will be made to have all 3 APWU/NEWAL crafts represented on the Committee.
A motion was made by Ciesielski Deb Nehmer and seconded by Sue Pranke to table this motion and re-write it. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Kelsey Helf to pay volunteers to clean the storage unit at their respective regular USPS pay rate.
A motion was made by Dave Kroll and seconded by Steve Paradise to table this motion. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Art Ciesielczyk to pay Officers and Chief Stewards who did not receive their Officer or Chief Steward pay for the two meetings that were cancelled because of the COVID epidemic. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Christine Bouyear to reconvene the Scholarship Committee to meet as per rule #13 of the Tony Van Scholarship rules. As per Rule #13 this meeting will occur during the fall of 2000. Motion passed unanimously.
A motion was made by Kelsey Helf and seconded by Christine Bouyear that you can get a hooded sweatshirt instead of a t-shirt and a hat if you would like. Motion passed unanimously.
A motion was made by Dave Kroll and seconded by Christine Bouyear to keep the same logo on the shirts that we used last time. Motion was defeated.
A motion was made by Steve Paradise and seconded by Dave Kroll that APWU/NEWAL endorse Amanda Stuck for Congress. Motion passed unanimously.
OTHER BUSINESS
Dave Kroll talked about the t-shirts and hats and now hoodies. Ideas for designs are welcome.
NEXT MEETING
A motion was made by Dave Kroll and seconded by Kelsey Helf to have the next meeting on Sunday, October 25th, at 7 pm. Motion passed unanimously.
ADJOURNMENT
A motion was made by Albert Shamah and seconded by Dave Kroll to adjourn the meeting. Motion passed unanimously. NEWAL meeting adjourned at 2075 hours.
The $10 door prize was won by Art Ciesielczyk.
